Regulators require ODD conformance. They don't have an independent mechanism to verify it. ODDC solves both sides of that problem simultaneously: → For compliant operators: third-party verified differentiation in procurement and insurance underwriting → For non-compliant operators: a tamper-evident public record of non-conformance It cuts both ways. That's what makes it politically bulletproof.

When an autonomous vehicle exceeded its declared operational boundaries, it was a tragedy. When a flight control system operated outside its declared envelope, it was a catastrophe. In both cases: → The boundary existed on paper → No independent party verified enforcement at runtime → Self-attestation was accepted in place of architectural proof ODDC formalizes the missing category. ISO 42001. EU AI Act. NIST AI RMF. All of them address governance principles. None of them independently verify that a system is operating inside its declared boundaries at the moment of execution. That gap has a name now. Operational Design Domain Conformance. → SA-STD-001 v1.0 is published. → CAT-72 protocol is live. → Public registry is open. The standard exists. The certifier is ready.

Every autonomous system deployed today comes with a certificate of intent. The operator declares the boundaries. The vendor attests to the safety. No independent party verifies either. Self-attestation is the standard. In every regulated industry, it eventually stops being enough. ODDC exists for the moment that happens.

EU AI Act enforcement cycle begins (August 2026)The EU AI Act's high-risk system rules take effect in August 2026. The first enforcement actions will follow. Operators who can't produce evidence of conformance won't be able to point to a terms of service page. They'll need a certificate. But here's what I keep seeing: every regulatory push assumes operators know their own conformance posture. They don't. I've watched autonomous systems deploy for years without any third-party verification that their enforcement mechanisms actually work as designed. We're building policy on top of unverified claims. This isn't a startup problem to solve — it's a structural gap. Just like UL Laboratories emerged when electrical systems needed independent testing, or ICAO standardized aviation safety protocols. Someone has to verify that boundary enforcement actually enforces boundaries. We built Sentinel Authority because the industry was operating without any independent ODDC standard.
